Prior to the adoption of Ord. 637 on 09/27/2005, Section 2-2-5 read as follows.

(A)    No electric wiring or equipment shall be installed within or on any building, structure or premises nor shall any alteration or addition be made in any such existing wiring or equipment without first securing a permit therefor from the Electrical Inspector, except as stated in the following subsections of this Section:

1. No permit shall be required for minor repair work, the replacement of lamps or the connection of portable devices to suitable receptacles which have been permanently installed.

2. No permit shall be required ordinarily for minor repair work, such as repairing flush and snap switches and replacing fuses, changing lamp sockets and receptacles, taping bare joints and repairing drop cords, nor for experimental electrical work of a temporary nature in testing laboratories or electrical shops, educational institutions and the like, nor for wiring supplied with current by approved bell ringing transformers.

3. No permit shall be required for the installation, alteration or repair of electrical wiring and equipment installed by or for an electrical public service corporation for the use of such a corporation in the generation, transmission, distribution or metering of electrical energy, or for the use of such a corporation in the operation of signals or the transmission of intelligence.

4. No permit shall be required for the installation of temporary wiring for testing electrical apparatus or equipment.

5. No permit shall be required for the installation of power limited systems of seventy (70) volts or less.

Application for such permit, describing the work to be done, shall be made in writing to the Electrical Inspector by the person installing the work. The application shall be accompanied by such plans, specifications and schedules as may be necessary to determine whether the installation as described will be in conformity with the requirements of this Chapter.

If it shall be found that the installation as described will in general conform with the requirements of this Chapter and if the applicant has complied with all provisions of this Chapter a permit for such installation shall be issued; provided, however, that the issuance of the permit shall not be taken as permission to violate any of the requirements of this Chapter.

The permit when issued shall be for such installation as is described in the application and no deviation shall be made from the installation so described without the written approval of the Electrical Inspector.

6.    (a) The Inspector is hereby empowered and authorized to permit and approve the temporary use of electrical current through any wiring or equipment, subject to the limitations and restrictions hereinafter prescribed in this Section.

(b) No such temporary use of electric current shall be permitted in any case where such use will be a hazard to life or property.

(C) No such temporary use of electrical current shall be permitted for a longer period of time than is reasonably necessary to fully comply with the provisions of this Code, and such period of time may be definitely fixed by the Inspector at the time of granting said permission.

In lieu of an individual permit for each installation or alteration, an annual permit shall, upon application therefor, be issued to any person regularly employing one or more electricians for the installation and maintenance of electric wiring and equipment on premises owned or occupied by the applicant for the permit. The application for such annual permit shall be made in writing to the Electrical Inspector and shall contain a description of the premises within which work is to be done under the permit. The person to whom an annual permit is issued shall keep a record of all electric wiring and equipment installed under the permit and the Electrical Inspector shall have access to such record. Each annual permit shall expire on December 31 of the year in which it was issued.

No permit for the installation or alteration of any electric wiring, or equipment, shall be issued to any person unless such person is the holder of a license entitling such person to secure permits for and to execute the work described in the application for the permit, except that upon application and payment of the fee therefor, permits shall be issued to unlicensed persons for work which the provisions of this Chapter specifically permit them to execute without a license as provided for in Section 2-2-10 of this Chapter.

(B)    Owner's Permit:

1. To Whom Issued: The Electrical Inspector may issue to a person not licensed hereunder a special owner's permit authorizing the person to install, alter, change and/or repair electrical equipment in, on or about a single-family or duplex dwelling of which the person is the owner and occupier, but not elsewhere; provided, however, that no electrical work as authorized under any such special owner's permit shall be done, nor shall the owner holding any such permit allow any such work to be done, except personally by the owner to whom the permit is issued, and if this or any other provisions thereof shall be violated by the holder of such special owner's permit, such permit shall be subject to immediate cancellation by the Electrical Inspector, and the holder thereof shall be liable to the penalty provided for the violation of this Chapter.

2. Application For Permit: Every person desiring to obtain a special owner's permit under the provisions of this section shall first file an application for registration, which application shall set forth the location of the building where the work is proposed to be done and that the applicant is the owner of said building, and such other information as may be required by the Electrical Inspector. The Electrical Inspector, however, shall not issue such permit unless the person who is to perform the work be named in the permit and appear before the Electrical Inspector and show by answering such questions as may be asked by the Electrical Inspector or otherwise that he has sufficient knowledge of the matter to properly perform such work.

3. Permit Fees: Fees to be charged for special owner's permit issued hereunder, and for inspection work performed under such special permits, and the payment of such fees, shall be determined in accordance with and be subject to all conditions and provisions contained in this Chapter. All electrical construction work, electrical alterations or repair, installation and maintenance of overhead and underground electrical supply and communication lines and the inspections thereof shall be in conformity with the provisions of this Chapter and with the latest edition of the National Electrical Code along with supplements as adopted by the National Fire Protection Association which is hereby adopted by the City, with the following specific additions and deletions:

ARTICLE  80  Administration and Enforcement is deleted in its entirety.

ARTICLE 210 Branch Circuits

    Section 210.8  Ground-fault Circuit-interrupter Protection for Personnel

    A new subsection (C) (1) to Section 210.8 is added to read as follows:

    (C)  All Occupancies

    (1)  All 125-volt, single-phase, 15 an 20 ampere receptacles installed within 1.8 m (6ft) of sinks or basins shall have ground fault circuit-interruptor protection for personnel.


ARTICLE 225 - OUTSIDE BRANCH CIRCUITS AND FEEDERS

    Section 225.32    Location is amended by deleting "either inside or" from the first sentece

    Section 225.31.  Dissconnecting Means is amended by adding the following to the end:

    When more than one building or other structure is on the same property and under single management, each building or other structure served shall be provided with means for disconnecting all ungrounded conductors.  The disconnecting means shall be installed outside of the building served at a readily accessible location.  A shunt trip may be used to satisfy this requirement where:

(1)     It is located at seven (7) feet above finished grade.

(2)    It is located within a twelve (12) inch equilateral triangle, red in color.

ARTICLE 230 - SERVICES

    Subsection 230.70(A)  Location -  (1) and (2) are deleted in their entirety and new Subsections (1) and (2) are added to read as follows:

    (A)     The service disconnecting means shall be installed at a readily accessible location outside of a building or structure.  A shunt trip may be used to satisfy this requirement where:

    (1)    It is located at seven (7) feet above finsihed grade.

    (2)  It is located within a twelve (12) inch equilateral triangle red in color.

ARTICLE 310 - CONDUCTORS FOR GENERAL WIRING

    Section 310.5  Minimum Size of Conductors is deleted in its entirety and a new Section 310.5 is added to read as follows:

310-5. Minimum Size of Conductors.  The minimum size of conductors shall be as shown in Table 310-5.

Aluminum and Copper-Clad Aluminum conductors smaller than No. 6 AWG shall not be used.

ARTICLE 334 - NONMETALLIC-SHEATHED CABLE

    Section 334-12 (A). Uses not permitted.

    Section 334.12 (A) is amended by adding two new Subsections (11) and (12) to read as follows:

    (11)  In Type I or Type II construction as defined in the Building Code.

    (12)  In any industrial or commercial occupancy including motels and hotels.

ARTICLE 340 - UNDERGROUND FEEDER AND BRANCH-CIRCUIT CABLE

    Section 340.12 Uses not Permitted

    Section 340.12 is amended by adding a new Subsection (12) to read as follows:

(12)  In or on any industrial or commercial occupancy including motels and hotels.
