Bid proposals received after the above noted time will not be accepted. Bidders mailing their bids assume the risk of late delivery.
Bidding documents, plans, specifications and contract documents can be obtained at the City Clerk's office, 1751 College Avenue, Elko, Nevada 89801.
Bid proposals must be submitted on the prescribed forms and accompanied by security in the amount, form and subject to the conditions listed in the Instructions to Bidders.
Bid proposals will be opened at City Hall immediately after the above deadline with the bid amounts submitted being read aloud by City Staff and interested parties present, if any. All interested parties are invited to be in attendance at the bid opening.
All bids must be submitted in a sealed envelope and legibly marked “West Primary Clarifier Project”. City staff shall thoroughly review all bids proposals for conformance with the contract documents prior to making a written recommendation for award to the Elko City Council.
The award may be made to the lowest responsive and responsible bidder. The lowest responsive and responsible bidder shall be judged on the basis of price, conformance to specifications, bidder's qualifications, conformance to applicable sections of NRS Section 338, and the best interest of the City of Elko. Each of listed factors being considered.
The City Council may formally award the contract to the successful bidder at their regularly scheduled meeting in City Hall on Tuesday, August 12, 2008, after 4:00 PM, local time.
The City of Elko shall reserve the right to accept or reject any and/or all items specified in the bid proposal and further reserve the right to waive any minor technicalities in the preparation of these bidding documents.

Notice is hereby given that sealed proposals will be received by the City Clerk, City of Elko, at 1751 College Avenue, Elko, Nevada 89801. In accordance with the Plans and Specifications, the Project consists of: Constructing a 4,800 square foot building. It should be noted that this is the second time the City of Elko has issued a notice inviting sealed proposals for this project. Previously, a notice inviting sealed proposals was issued in April of 2008. Pursuant to the Statutes §§ 338.020 to 338.090 of the State of Nevada, the Labor Commissioner has established the minimum wage rates and rates of overtime and legal holidays in the locality in which the work is to be performed. Additionally there are Federal requirements for minimum wage rates. The higher of these two shall prevail. Nevada bidder preference Statute NRS §§338.147 is not applicable to the Project.
A Pre-Bid Conference will be held in the Airport Administration Office, 975 Terminal Way, Elko, NV at 11:00 A.M., Local Time on July 24, 2008. There will be an opportunity to check the worksite. All bidders submitting as prime contractors are encouraged to attend.
All proposals or bids shall be accompanied by a cashier's or certified check payable to the order of the City of Elko (Owner) amounting to not-less-than ten percent (10%) of the bid, or by a bond in said amount and payable to said Owner signed by the bidder and a corporate surety. Said check shall be forfeited or said bond shall become payable to said Owner in case the bidder depositing the same does not, within ten (10) days after written notice that the Contract has been awarded to him: (a) enter into a Contract with the Owner, and (b) furnish certificates of insurance, a bond of faithful performance and a payment bond as described in the Contract Documents.
The results of the bidding will be reported by the Owner within 30 days of the bid opening, at which time the Owner may award the Contract to the lowest, responsive, and responsible bidder as so reported; however, said Owner reserves its rights to reject any or all bids and to waive irregularities or informalities in any bid or in the bidding for any reason whatsoever.
No bidder shall withdraw his bid for a period of sixty (60) Calendar Days after the date of the opening thereof.
All bidders and their proposed subcontractors must hold a valid license of a class corresponding to the work to be done as required by the State of Nevada's Contractor's License Law in addition to a City of Elko business license.
This contract will be funded in part by a grant from the Federal Aviation Administration, therefore the requirements of Title 49 CFR Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Programs, applies to this contract. The City of Elko encourages DBE participation in this contract.

10-Year Master Plan Project
The City of Elko is soliciting Statements of Qualifications (SOQs) from qualified and responsive engineering firms for professional engineering services relating to the City Water Reclamation Facility (WRF) 10-Year Master Plan Project. Qualified engineering firms shall be experienced in the design, operation and maintenance, and planning of wastewater plants.
The City of Elko shall select a competent and qualified engineering consultant based on the engineer’s experience and work history on similar projects. The City of Elko reserves the right to “short list” and interview the most qualified firms from whom SOQs were received.
The WRF treats approximately 2.8 to 3.0 MG of wastewater per day with a peak flow of 5.5 MGD. The City’s WRF 10-Year Master Plan was completed and updated in 2002. The Master Plan requires detailed updating since the plan is outdated and has expired.
The selected engineering firm will provide scoping, planning, engineering and design for the 10-Year Master Plan Project. All services rendered shall represent the City’s current and future goals, which comply with all applicable regulations.
The submitted SOQ must include the following:
- Description of your competence, qualifications, and experience related to detailed updating of a 10-Year Master Plan;
- A description of similar 10-Year Master Plan projects that your firm has successfully completed that is similar in nature and size;
- Understanding of the project and task(s) to be performed;
- Recent pertinent projects with the WRF and other similar sized wastewater plants;
- A list of recent projects that demonstrate your firm’s ability to complete a project on or under budget and within schedule;
- A staff of professionals dedicated to this project that are able to accept the additional workload;
- Qualifications and resumes of all key personnel assigned to the project;
- Professional references from past similar projects;
The City of Elko reserves the right to reject any and all statements received in response to this request that are deemed not in the best interest of the City of Elko. All submittals shall be brief and concise, containing no more than thirty (30) pages of material including resumes.
The City will establish a committee to evaluate and rank the submitted SOQs. The highest ranking qualified consultant will be invited to submit a proposal for the project. A scope of work will be provided to the consultant after selection has occurred. Interviews of the top qualified consultants may be held to select a firm. The City of Elko reserves the right to select a consultant from a ranked list without requiring additional proposals being submitted.
Evaluation of the SOQs are as follows:
- Competence and qualifications of engineer to perform the work;
- The experience, capability, and availability of the proposed project manager; engineers, sub-consultants, and staff to complete the proposed project;
- Prior experience and successful performance on similar and pertinent projects; and,
- Reference review.
The City of Elko assumes no obligation in the solicitation of this general statement of qualifications, and all costs for responding to this solicitation shall be borne by the interested firms.
Please note this request is for an SOQ; a detailed cost proposal is not requested. The detailed scope of work and final project cost will be determined through negotiations between the City of Elko and the selected firm.
The City of Elko will evaluate all pertinent information received and will use this information to develop a short list of firms under consideration. The City of Elko will select a qualified firm from those firms submitting statements. If a firm cannot be selected on the basis of the statements of qualifications alone, the short-listed firms may be contacted for additional information, and if warranted, personal interviews.
